I walked past a well-known burger bar in Newcastle this morning. Outside were a group of about 8 youths. One youth, who was stood right next to the litter bin outside the burger bar, had a carton of hot drink and a burger. As I watched, he took off the plastic lid of the cup, threw the lid onto the pavement, then put the cup ON TOP OF THE LITTER BIN! He then unwrapped his burger, and the packaging of that went straight onto the pavement!
Hasn't this youth got any pride in his town? Obviously not!
When will Newcastle Council introduce Town Warders as in Gloucester, who give out on-the-spot fines for littering of up to £75 per offence. Anyone who refuses to pay is automatically caught on cameras they have strapped to their heads, and these pictures are then put on a council website asking for information concerning the identity of the offenders, leading to prosecution.

re litter Why oh why do many no doubt quite nice people hanker after the imposition of Instant Fines?! Such fines in my view are way, way more uncivilised than any throwing about of litter.
How else are we to stop the littering? Parents are as bad as the children, and it costs money to clean the streets. Why should those of us who use litterbins pay for those who don't??
Why not instant fines for cycling on the pavement etc?
Sadly I though I sympathise with Barry's point I have to agree with Mr Powell here. The whole culture of on the spot fines is a very worrying developement. as is the idea of Town Wardens tooled up with digi-cams strapped to their heads.
Frankly a clip round the ear from a strolling copper (Oh yes we don't have those any more - belay that idea) or more effectively, a personal remonstration from a concerned citizen. For this sort of low level irritant and display of ill manners we have the reponsibility to police ourselves. To run to the great arms of the state to tell some lout off for littering just shows how far down the road toward a police state we have gone. Freedom requires an active citizenry.
Fair comment - but how many people would tackle this 'lout' you've mentioned. Would an elderly person complaing to an aggressive youth? I'm all for an active citizenry, but there are times that you need more than that.
